UHN Data Strategy and Governance: Seeing, Understanding and Using our
Data to create a Healthier World
 
An international source for discovery, education, and patient care, the University Health Network (UHN) is the largest hospital-based research program in Canada. Affiliated with the University of Toronto, it consists of Toronto General and Toronto Western Hospitals, the Princess Margaret Cancer Centre, Toronto Rehabilitation Institute, and The Michener Institute for Education, and generates 116,300 emergency visits, one million clinic visits, and 37,000 inpatient visits annually.

UHN recognizes that its rich data is a shared asset and an essential resource critical to fulfilling our purpose of transforming lives and communities through excellence in care, discovery, and learning. As UHN undergoes clinical and digital transformations, data plays a fundamental role but our aspirations to improve are limited by our ability to see, understand, and use our data.
 
Recognizing this, UHN initiated the Data Strategy and Governance Program in partnership with physician leadership, patient partners, and corporate, clinical, research, and education subject matter experts to establish a UHN data governance framework; advance data and analytics maturity; enable data-driven decisions and improvements, and support UHN’s strategic pursuits.

The program has renewed organizational interest in data-driven decision-making, identifying and protecting our data assets, and leveraging them as a competitive advantage. It has enabled a continuous learning environment ensuring awareness of industry standards, peer successes, and key considerations to inform UHN’s data and analytics maturity. It has also led to an increased understanding of the value of Patient Partners and identifying key use cases that test the value-add of policies and standards developed. Feedback and learning from each incremental change has empowered program leadership to make informed decisions to achieve program targets and focused communications and engagement has helped address data governance and analytics perceptions and assumptions and guided system-level problem-solving.
 
As an outcome of this work, our Patient Partners will benefit from increased awareness of the ethical and appropriate use of their data; our Learners will have better access to appropriate data sets and healthcare analytics opportunities; our Researchers will have more centralized data access and guidelines on the use of healthcare data to ensure evidence-based quality improvement and innovative research; our Clinicians will be equipped with analytics to anticipate patient, bed and staffing demands, and improve the safety, delivery, and quality of care; our Leaders will be primed with data literacy skills to make better data-driven strategic decisions, and our Data Specialists benefit from an analytics community of practice that collectively creates standards and shares expertise to create institutional knowledge.
 
Honing our collective data and analytics expertise and establishing organizational data governance is helping UHN understand the impact of unique challenges facing our healthcare system, and informing measures to overcome them. It is allowing us to insightfully design and implement change and orient UHN in an increasingly digital, data-driven world. Our work to date in this area is thus serving as our compass to position UHN to become a data-driven learning health system and unlock the value of our data to create a healthier world for our patients and our community.
