The Digital Transformation of Israel's Infrastructure Workflows

The development of efficient infrastructure is fundamental to every country’s social and economic growth. Modern infrastructures ensure a vast range of public and private services for citizens. In the last decade, and in the coming 10 years, Israel is looking at the largest infrastructure development in its history. And indeed, whichever direction one may look, cranes, construction machinery, and heavy equipment working around the clock can be seen dominating Israel’s backdrop.

To address the looming development challenges, Israel's infrastructure investment has reached 9.5 Billiard USD per year (7.5% of annual budget). Alongside other projects, these investments have been allotted for the construction of a brand-new network of lite-trains and underground trains in the Dan metropolitan, cross-country highways, and heavy railways, seaports, water and gas pipelines, etc.
 
In a small country like Israel where land resources are limited, coordinating projects of a large scale can be a challenging task. The building of infrastructure implies the involvement of many related entities, while successful project execution requires proper coordination. Every new project goes through multiple approval stages by first, services organizations such as the Israel Water Company or the Israel Electric Corporation; followed by several federal approvals. The approvals from several stakeholders amounted to long approval wait times. Additionally, the management of projects took place manually, thus resulting in inefficient paperwork, misunderstandings, and delays in the coordination process, in turn, delaying project delivery.  

Therefore, a joint venture of several Israeli government offices was formed with the aim of building and utilizing a unified digital platform. Together they instructed Netivei Israel, Israel National Road Company (INRC), to execute an ambitious plan for a rapid bidding process and improved project execution. Having explored the market, INRC chose Creatio’s no-code/low-code platform for workflow automation as the main digital platform to manage national infrastructure projects.

In March 2020, the National Infrastructure Coordination System (NICS) was launched on Creatio’s no-code platform. The INRC was the first to start work in the system. Users were given a revolutionary solution that was developed and adapted rapidly by using capabilities of low-code/no-code and cloud scalability to digitally transform the way in which the Israeli government manages infrastructure development projects.

Since then, more than 600 companies have successfully utilized the NICS for the coordination of over 4,000 national projects, thus proving its value as a state-of-the-art, digital congregation in which entrepreneurs, project managers, engineers and constructors can coordinate effectively, shortening project approval timelines, improving data visibility and increasing project rollout.
 
A recent update to the NICS facilitated the registering of all interested infrastructure companies in Israel into one database. For the first time, the users of the NICS can use the unique interface to mark a location of interest on a map and download a list of companies with a shared interest in a particular geographical area. Results are instant, saving time and resources in trying to coordinate with irrelevant entities.

During the past year, thousands of projects were sent and approved via the platform, and the data continues to grow every day. Today, analyzing the data collected in the platform provides insights about the market to help stakeholders make better decisions.
